adoption of a relative

Would I be able to adopt my great niece, 9 yrs old who lives with her grandmother who had custody of her from the state of Fl because her mother is in jail for drugs and her father is out of state for skipping bail. What would I have to do. How can I find out if her mothers parental rights have been terminated?

You can adopt the little girl in Texas, but if she is living in FL, there are special interstate procedure to comply with. Just because the little girl is living with the grandmother doesn't mean the mother's rights were terminatated. The grandmother could have been awarded custody by the Fl courts or perhaps the little girl is with the grandmother by some agreement.
