Age a child can change his name

My grandson wants to change his last name to that of my son. My son is not his BO father, but has raised him since birth. The father whose name is on the birth certificate has never paid child support or been a fatherly figure to him. He doesn't even know his BO father.His mother also would like his name changed, but the BO father says no. Is there anyway around this? The child is 13 years old.

Your grandson has no right to change his name until he is 18.

His mother can file to have your grandson's name changed. Judges will change a child's name if they think it's in the child's "best interest." It's unlikely, though, that a child's name will be changed to that of someone to whom he is biologically unrelated.
