I asked this question wrong the first time, sorry. I meant can I stop her from taking my grand-daughter. I know I can't stop my 28 year old daughter. She's taking her (grand-daughter) to New York to live with a guy she met on the internet.

Can I stop my daughter from moving to New York from Florida and taking my grand-daughter to live with a man she met on the internet?

no - she has custody. However, if for any reason you can show that she is not the proper parent to have this child, then contact DCF and have them investigate.
