my brother in law is having problems with his girlfriend. she has a daughter from a previous relationship and a daughter with him as well. she wasnt divorced when they had the baby so he was unable to give the baby his last name. now the relationship is in turmoil. she has attempted suicide is seeing a psychatrist, was diagnosed as bipolar, refuses to take medication and now has started disappearing for days at a time leaving both kids with my brother in law. how can he get his name put on the birth certificate, get full custody, and does he have any rights when it comes to his step daughter. Should he report her as abandoning her children?

Reporting your girlfriend to DCF can backfire as often as it can help, since many times the child is removed from both parents. He should certainly consult a good custody lawyer before he reports her.
Also, he needs to speak to a custody lawyer about a paternity and custody action. It sounds like he has a good case, and it needs to happen right away.
Unfortunately, he has no rights to his step-daughter.
