back child support

my wife's ex owes 10,000.00 in back child support--child support enforcement ordered him to pay so much a month and a lien was put against him if he ever financed a loan or aquired money through a settlement of any kind etc. her money had to be paid first to this point he has recieved a settlement and re-financed his home twice without her money being paid--what steps need to be taken to get her her money?
