Legal Question in Family Law in Florida

I have a binding legal separation agreement that went into affect on Dec 16 2009, currently divorced now. My divorce was in NC along with my binding legal separation. My question is that my ex had agreed to turn one of the insurance policy that was in his name and the insured person over to me as of JAN 1 2010 as the owner. Well I have emailed him, asked him several times about turning it over, went through the company and asked what needed to be done and sent him the information. In March/April time frame he called the company and made it joint ownership. According to our agreement he said that wife should become owner of this policy on Jan 1 2010, as long as she makes the payments and wish's to keep it. I need to know what can be done. I do not work hardly, currently living off alimony. He was stationed in Texas as of Jan 9-12 2010 and left for combat in June time frame. I would like this part of our agreement settled. For him he calls it blood money.

If you have an order from the court, then file a contempt and serve him.
