Legal Question in Family Law in Florida

My boyfriend is trying to get partial custody of his son ( at least three months out of the year. Problem is we are here in Florida and they are in Puerto Rico. He was born here in us.. My question is where would we have to file with the courts and how do we start the process?

Florida law requires a child to be physically present for a minimum of 181 consecutive days. Speak with an attorney and convey all information about the child's residence but probably Puerto Rico.
