Legal Question in Family Law in Florida

I have a boyfriend paying child support. The child is 4 years old. However, when he first started paying, he was making double what he is making now. Should the payments be lowered now that he is making significantly lower income? I know that he has filled out paperwork from the courthouse. but to my understanding, the mother needs to sign these papers in order to return them. But she won't. What should he do?

He can go to the self-help center of his local courthouse and file a Motion to Modify Child Support with the basis being the change in pay and circumstances. The mother does not have to agree to this. A court hearing will be set which he needs to attend.
