My brother is dying with cancer and his wife, my sister-in-law, refuses to let their daughter and another one of my brothers visit him. Can she do that?

You need to check with an estate planning attorney. If he has signed a health care surrogate that tells the court what his wishes are when he is not able to the attorney would be able to look at it and answer your questions.
I am so sorry to hear this. I suspect she has a Health Care Surrogate document that allows her to make decisions concerning his health. If she feels the visits would be hurtful then she has the right to do so. However, it would appear that you have the opportunity to speak with him and I suggest you find out if this is what he wants. If not, then RUN...............and get an attorney for him so that the proper documents can be drawn up before she empties his bank account and any assets that he has.
