Legal Question in Family Law in Florida

my brother and his wife were living together in florida, he discovered that she was cheating on him and confronted her about it. one week later she left for texas (where she is from) and took their daughter without consent from my brother, with her. he obtained a child pick order from the court in florida. he took the court order to the el paso district court and was told that they couldnt do anything until he obtained a writ of attachment. What is a writ of attachment? is it just a matter of paying a fee and is it something he can write up himself or does he have to have his lawyer do it for him.

He needs to take the Florida court order (certified copy) and have it turned into a TX court order to pick up child (that is the writ of attachment).

Depending upon the court personnel in TX he may be able to do it himself (if they are helpful). Otherwise he will need to get an attorney in TX to do that for him.
