Name change and adoption

My daughter is ten years old. She has my maiden name. Her real father has never had anything to do with her. His name is not even on the birth certificate. My husband on eight years wants her to have his last name as well as adopting her. Her real dad has never paid any child support either. What is the procedure that I need to take. Live in PA and she was born in Fl.

It sounds as if you want to do a step-parent adoption. To do this you need to have the natural father's rights terminated and go through an adoption proceeding. You clearly need a lawyer to achieve this goal.
