If a child has been adopted but the adoptive parent kicks the child out to live with the bio parents whose rights are terminated then decides she wants her to move back in and the child does not want to go want can happen.

The biological parents legally do not exist so by law the child has to go back with the adoptive parent

The adopting child no longer is part of the terminated parents lives. They could be held responsible for stalking and/or kidnapping. I suggest you return the child the parents. You do not state how old this child is - if this child is 16 or 17 years of age there may be some emancipation issue that could resolve this.
