Legal Question in Family Law in Florida

Child custody in Virginia, mother dies, step father has not adopted the child. Father is not in the picture. How would grand parents go about getting legal custody of the grandchild (one grand parent is a step grandparent) And the grandparents are not residence of Virginia.
