Child custody

my wife haas 2 daughters 13 &15 the ex husband has custody of the 15yr old in ohio when we moved here in 1991. she now wants to live with her mother but is afraid to tell her father in fear he will make her life a living hell. my question is she wants to come in the summer , telling her father its a vacation. once here she wants me to call and tell him she wants to stay with her mom . and is willing to tell a judge the same thing. she claims mental abuse.if she stays is it considered kidnapping even though she is here by choice?and once here will a court hear our case here or force her back to ohio with her father?

File a Petition to Change Custody of the 15 year old and request that she be able to testify since she is older.
