Legal Question in Family Law in Florida

Child custody

My wife and i have had our 14 month old grand daughter liveing with us for 6 months now. The father wants nothing to do with her, and my daughter, (the baby's mother) has full legal custody of her, but is not willing to take the responsibility for raiseing her. Is there a certain length of time in which my wife and i would be considered perminant legal guardians of our grand daughter?
