child deciding who he or she wants as primary custody

at what age can a child request his or her preference as to who should be in charge of them? how to start this proccess.

There is no set age for a child to be able to make such a decision. In fact, Court generally go out of their way to avoid having children express such a preference directly. If courts are interested in the preference a child may have in this regard, a Guardian Ad Litem (child's attorney) is appointed. This person may indicate as part of report what the child's feelings are concerning the parents.
