Legal Question in Family Law in Florida

A child with a disability (ie) Down Syndrome that was living with the Mother but now lives with the Father. When this child turns of age 18 or 21 is she considered an adult than? If the Father has custody of the child when she turns 21 can the Mother request to see the child? This Father will not let the Mother see the child. He had the Mother sign custody of this child to him due to overwhelming in rears child support that the Mother could not afford to pay and she was not working etc. etc. Now that the child is 21 does the Mother have any right?

If the child is competent, she can see whomever she wants.
