Legal Question in Family Law in Florida

My child lives with his mother, on the weekends when i pick him up he either has a soiled diaper, a real bad rash, bruises, ant/mosquito bites, well all in all he has bad hygeine. My child is almost four and not potty trained what so ever. I would like to know if this would be considered child neglect if so should I take pictures for evidence and call child services?And would this help me receive custody of my child?
