Is there a specific law that anyware that says child support arrears can only go back to date of fileing for child support?

Yes, you can't get support from before you've even asked for it (by filing the petition). Under some circumstances, though, you can get support for two years prior to filing for it, but not if there wasn't an order in place for it.
