Legal Question in Family Law in Florida

In a child support case if the mother writes a letter asking the courts to close the case in 1999. Do the couts have jurisdiction in 2005 to repoen the case and how far back can they go to request support. Also, when case was closed nothing was owed to the state. Can a court make a order in 2010 for arrears to the custodial parent. Additionally, the child is twenty three years old. Do the jurisdiction to do that
