child support

if child support is court ordered in a divorce but the non-custodial parent is not working and refuses to pay, is it against the law for the custodial parent to stop visitation until the other parent agrees to hold up to their part of the mediation agreement. the non-custodial parent is also ordered to pay health is insurance and has canceled it and refuses to help with this issue also.
