Legal Question in Family Law in Florida

child support

My ex husband owes me back child support of at least $20,000. He is supposed to pay $544 per month (3 kids) but only pays about $100. There is a court order and income deduction, but because he's a waiter, he gets away with paying very little. (They can't garnish tips, which is his main income) I am struggling very much, trying to make ends meet. CSE will not help me. How can he get away with this and what can I do? I am extremely frustrated!
