When a non-custodial parent is arrested for failure to pay child support is it true that the full amount owed needs to be paid before the non-custodial parent is released?

Some judges might insist, especially where it is not the first time the person has been in arrears, that full payment be made; other judges will set a "purge" amount That must be paid before the person will be released.
