If a parent gets married who collects child support can the payer get it lowered.

It's possible, yes. If the marriage changed the custodial parent's financial position, the child support parent may petition to modify child support.

Not based on what has been said so far. Remember the support is for the child or children not the custodial spouse. He/she couldmarry a millionaire and it wouldn't matter. The new spouse, short of adoption, has no obligation to the child or children.
