child support

if a parent is paying child support and doesn't get to see his children, and wants to give up parental rights, is the parent still liable to pay child support?

Visitation benefits both the child and the parent; the child support benefits the child. Both are separate and do not depend on one another. Your obligation to support the child will continue until the child reaches majority. Surrendering your rights to the child does not necessarily preclude the support issue.
