Can a parent thats pays child support have the amount lower if he or she has not be able to see their kids within a three year period.

Not lowered, but you might be able to get possession and have the other parent ordered to pay you child support. Most likely increased visitation - like 3 weekends out of the month or something like that. Maybe possession for 36 months with child support suspended for that length of time. Get a lawyer and see how it works out. Good Luck
