Does the state of florida have jurisdiction to sue

the parent in n.Y. State for child support under what legal grounds?

Yes. The state has authority to pursue legal action for child support against the parent who owes it when the parent entitled to support and child are Florida residents and receiving public benefits from the state. It is commonly pursued re deadbeat parents who refuse to pay support.
