Child Visitations

My husband has a son from a previous marriage. After the divorce mom and son moved from FL to NY. In seven years, the mother has not let the child come to visit. My husband finally agrees that we need to take legal action. If we want to enforce visitation, would we need to go through the State of Florida or State of NY?
