summons issued and return to sherriff does that mean they received the summons

You have to read what is on the "return of service." It will either read that it has been served on whom and when.
It could also be returned" No Service" if the party was not served.

The sheriff's office returns to summons to the court clerk with one of two statuses. One status is "returned served." The other is "returned unserved." "Returned unserved" means they were unable to find the other party. If the summons was returned served, that means the other party has received a summons. You can probably call the clerk to find out how the summons was returned. It may even be on the clerk's web site.
