Consering sibling custody, can I file if Im sure my mother (who is homeless and unemployed) is not willing to work, not able to provide my brother with a home and basic needs, as well as medical neglect, Is it possible for us to keep him in our home permemently?

contact the DCF and let them investigate - inform them that you would like to apply for temporary custody.
