Legal Question in Family Law in Florida

I am courious as to why is a Child Support judge in Ohio is permitted make a decision on support payments on wages the father does not earn ,by stating he is underemployed. Home state Fla does not reconize his firefighter certerficates from

any other state. and even though the current pay rates in his home state dont warrant the YTD earnings set by the court. which will make him always in the arrears for payment?

why is this legal when all states have wage guideline to follow.
