how to get court transcripts for free as they are asking fourteen thousand dollaes

It sounds to me as though you had a hearing and in the courtroom or hearing room, there were microphones and an audio recording of your hearing was made. In order to get the audio recording transcribed onto paper, you will need to hire someone to do that. It's not the responsibility of the Court or the Clerk to transcribe a hearing. I don't know who would do a $14,000 job for free.

If this was a civil matter the court does bot provide a transcript, you must contact and negotiate the price with the Court Reporter. No one works for free.
If this was a criminal matter you should speak with the Public Defended.
