Is it a crime punishable by law if a wife leave her minor daughter, 16-year-old, home alone overnights 6 out of 9 days period in the particular week because the wife was busy seeing a man for outside marriage sex at the man's apartment ?

Potentially it could be a crime to leave a minor alone for that long. However the police are overwhelmed and probably will not do anything.

Abandonment of your own child can constitute child abuse and possibly other crimes, but as long as the 16-year-old is able to take of herself, it's probably not a crime.
