Is sole legal custody and sole parental resposibility the same thing

Legal custody refers to the decision making rights and duties. Primary residential care/custody refers to the parent who has "main custody" as opposed to the parent who has visitation. They are two different things. I hope this helped. Email me if you need more clarification.
