custody of kids during a separation.

My brother had a man he works with show up at his home to tell him that he is in love with his wife, and the wife stood there and told my bro that she was in love with him too! She then proceeded to forcefully remove their two children 6 and 8, from the home without his permission. My brother didn't want the kids to see anything physical, so he didn't fight her on keeping them there. She has now taken them to her mother's and won't bring them home. Please tell me what he can do to get his children back in their own home?

He will have to bring an action to determine custody, visitation, primary residence etc.
