You need to get your parents to agree or have your father petition for a change. You are definitely old enough to have a say in where you live. Don't make any false accusations, but tell everyone if you aren't comfortable around your step-father.

Your father can petition for modification of custody. Also, you are old enough to petition for emancipation and become an independent adult. You could make your own decision as to where you want to live. However, you would also be on responsible for your own support. Your parents no longer would be. something to think about.
