Legal Question in Family Law in Florida

Custody

My sister recently passed away and left a two year old daughter, father not listed on birth certificate. I will be taking custody of my niece but would like to know the differences between custody and adoption? Is there a certain time-frame before one could adopt? Also, what benefits, if any, would the daughter be legally entitled to from the state government during the custody time-frame. Thank you.
