Is it true a child over the age of twelve can leave with the parent they choose as long as they are not in any danger or bad envorment

The court can consider the child's preference but is not bound by it. It is just one of many factors in determining the best interest of the child in order to award primary residence. That said, if there is no reason to reject primary residence with the child's chosen parent, there is a good chance the court will go that way (after considering things like change of school, city, lifestyle, and many other things).
