Legal Question in Family Law in Florida

My daughter is 17 and has a 2 year old child. The biological father is now 20 years old. They are not married but he is on the birth certificate. The bio dad has taken off with the child for a few days and has not returned the child. My daughter wants to file something in court to have the child returned and to establish child support and visitation. Can she do this on her own if she is still legally a minor?
