Daughter's College Education

Who is responsible? Divorce decree states father is to pay for youngest daughter's college education and mother pays (and did)for oldest daughter's education. Father is now saying "no". Did agree to sign a financial aid form for possible grants as he elects not to work. This is not enough help for me. He could pay more - example continue her child support check to her and take out loans as I had to do for the oldest daughter to finish school. Would the courts hold him responsible for all? I work 2 jobs, receive 1/2 military retirement, and minimum child support until daughter's 18th birthday in July. Husband does not work by choice, remarried, and recently had a child. Any help and guidance you can give me would greatly be appreciated. Thank you very much.
