my daughters father is unstable and has a drug addiction. if i file for child support, will he have rights to see her?

Child support and visitation are totally separate issues. Parents generally have a right to spend time with their children. If there are safety issues, you can request supervised visitation. Regarding child support, he is required to pay, whether he sees her or not.

As a father, he has visitation rights until a court says differently.
