Legal Question in Family Law in Florida

Dissolution of Marriage.

Other party lives in Europe and the person in Florida wants a divorce. He does not want to sign an agreement. Is it imperative to serve him in the foreign country or apart of constructive service, Is there another option when the other party does not send the agreement papers? No children, no property.
