divorce agreement

my ex-husband signed the divorce decree agreeing to give me full usage of the 2003 dodge caravan. he is resp for the ins, the maintanance and the payment. now a year later he wants me to give it back to him and refuses to pay for maintnanace, and wants me to get my own insurance. the van is not in my name only his. can he do this legaly? this is my only means of transportation he is responsible for it until it is paid in full over the next five years then i turn it over to him.

Unless you voluntarily agree, only the court can modify a divorce decree.
