If a Divorce Decree states that the non-custodial (husband) must provide a medical insurance card for said children and he does not, is he behind in his support obligations? It has been well over 10yrs. now and I am still waiting on that missing card! We have gone to court 2x within the last 10 years, yet he still fails to comply and produce a insurance card. Nevertheless the degree also states: "However, in the event that the Husban is not current in his child support obligation, he shall not be entitled to claim the exemptions for that year".

Frankly, not providing a medical insurance card would be loosely interpreting the language of the decree. I would not consider this failure to provide medical insurance as placing him behind in his child support obligations.
