Legal Question in Family Law in Florida

I have a friend who ahs lived in florida for a few years. She has recently relocated to Ohio and her husband is stationed in Texas. he will be deployed to Iraq in November. She wants a divorce. Does she have to do her divorce or since they have both relocated can it be in Ohio and if she does choose to do it in Florida can he sign a wavier to appear for the final hearing

If Florida doe have jurisdiction he can waive final appearance.
