divorce settlement

if the bank forclose on the house the former wife owns do she still have to pay the ex husband the settlement on the house

Yes, unless she is able to go back into court and get the order modified she must pay the husband whatever the settlement states as the Settlement gets incorporated into the final judgment. The foreclosure action does not involve the former husband and thus has no effect on him although it may have damaged his credit history.
