Legal Question in Family Law in Florida

Divorce taking place in Palm Beach County, Florida. Papers were filed about 3 years ago. Mediation took place, divorce should have been finalized 2 years ago. Wife refuses to sign the divorce papers. Can anything be done to finalize the divorce or does it stay in limbo until whenever? Can't the Judge grant the divorce? What can be done if wife continues to refuse?
