my wife has agreed to sign the divorce papers she is a permanent resident and planning on leaving the US for her native country very shortly i am planning on filing and doing the legal paperwork myself would it be best to hurry and try to file the paperwork now or just wait till she leaves either way she wont be here to be present to a court hearing i know about my county's answer waiver document but what would be most cost effective ?

It would be most cost effective to file now and have her served with papers. Service of process through the sheriff's office is cheaper and faster than publication in a newspaper. Further, this avoids any issue as to whether or not your wife is aware of the divorce. She can file an answer if she likes. If she does not, you can obtain a default against her 20 days from the date of service.
