If I get a divorce and my wife tries to put me on child support and I will not be able to pay it so I sign my rights over to her for the kids, would I still have to pay child support?

Yes. You are not allowed to sign your rights over to the mother to get out of child support. In fact, you're not allowed to sign your rights over to the mother for any reason.
