Was divorced last year, we made up a document which was signed and notorized in it he said he would pay my car insurance until he was finished paying it off is this a legal document?

Yes and No. As to a court document - NO - if you want it as part of the divorce it needs to be in the divorce order. If you are using as a contract in small claims, then YES it is a legal document IF signed, witnessed and notarized according to Florida Statute.
